The costs of buying a flat in Poland in 2026

Buying a flat on the secondary market, transaction costs usually come to around 3% of the price. For a first home, or buying from a developer, they can be much lower.

Example: a PLN 600,000 flat on the secondary market

At the maximum notary rate and with a mortgage: PCC tax PLN 12,000, notary fee PLN 1,585 before VAT, or PLN 1,949.55 with VAT, land register application PLN 246, court fees PLN 400 and PLN 19 PCC on the mortgage. Plus deed copies. Around PLN 15,000 in total, or about 2.5% of the price before any agent commission. Work out your own case.

PCC tax

2% of market value on the secondary market. You buy your first flat or house without PCC if you have never owned a flat or house before. There is no PCC on the primary market because VAT is in the price.

Notary

For the sale of a flat, the maximum fee is half the standard rate, plus 23% VAT, plus deed copies and the land register application. Notaries may charge less than the maximum.

Court

PLN 200 to register ownership, PLN 200 to register a mortgage and PLN 100 to open a land register if the flat doesn't have one yet. The notary collects these fees.

Mortgage

Besides interest, expect a bank arrangement fee, a property valuation and insurance. Check the payment in the mortgage calculator.

Agent

A buyer's commission is usually 1.5% to 3% of the price plus VAT. It is negotiable, and many listings charge the buyer nothing.
